Coverage Semantics
------------------

Standards matrices provide traceability between external standards and the Safety-Critical Rust Coding Guidelines;
a populated mapping records a relationship, but does not by itself claim equivalent or complete coverage.
A linked Safety-Critical Rust guideline may cover all or part of the corresponding external guideline. When coverage
is partial, the comment shall identify the covered behavior and material gaps.

A blank Safety-Critical Rust rule cell means that no mapping is currently recorded. It does not mean that the external
guideline is inapplicable to Rust. Inapplicability shall be stated explicitly with a reason. Categories from the
external standard and the Safety-Critical Rust Coding Guidelines are reported independently and need not match.
